Cabinet of Ministers Grants Defense Procurement Agency Status as Centralized Procurement Organization
The Cabinet of Ministers of Ukraine has made a significant decision to grant the Defense Procurement Agency (DPA) the status of a centralized procurement organization, aimed at streamlining the procurement process for the Armed Forces of Ukraine.
On April 6, the Cabinet of Ministers of Ukraine approved a decision that grants the Defense Procurement Agency (DPA) the status of a centralized procurement organization. This important step is designed to simplify the procurement and supply process for vehicles, particularly pickups, for the Armed Forces of Ukraine. Defense Minister Mykhailo Fedorov announced this development on Monday.
Minister Fedorov emphasized that the new status will enable the Defense Procurement Agency to effectively manage the electronic catalog of the Prozorro Market. This, in turn, will allow the DPA to engage more efficiently with the market and reduce bureaucratic procedures that often delay the procurement of necessary equipment.
Fedorov highlighted that the Defense Procurement Agency will be responsible for several key stages of procurement. These include conducting market consultations, formulating and unifying technical requirements, establishing qualification criteria, and selecting and verifying suppliers. Such measures are expected to significantly streamline the process and reduce the time required for procurement.
"It is sufficient for the unit to select a category and specification in the catalog — and the system will automatically identify the supplier with the best offer among verified providers," the minister stated. This means that military personnel will be able to receive the necessary mobility assets more quickly, which is critical for executing combat tasks.
In the initial phase, the catalog administered by the Defense Procurement Agency will include motorcycles, ATVs, and buggies. These mobility assets will enhance the maneuverability of units, which is extremely important in the context of modern warfare.
Fedorov also stressed that the primary objective is to make procurement as simple, fast, and efficient as possible, allowing military personnel to avoid wasting time on paperwork and enabling them to promptly receive pickups and other mobility assets necessary for their operations.
Furthermore, the Defense Procurement Agency plans to expand the range of products available for the Armed Forces' procurement needs. This will ensure that military personnel are equipped with everything required to fulfill their duties.
It is also noteworthy that on April 6, Ukrainian Prime Minister Yulia Svyrydenko announced the Cabinet's decision to expedite the enhancement of aircraft and helicopters for air defense needs, particularly in the fight against Shahed drones. This is another step towards strengthening Ukraine's defense capabilities amid ongoing aggression from Russia.
Thus, the decisions made by the Cabinet of Ministers and the Defense Procurement Agency aim to increase the efficiency and speed of procurement for the Armed Forces, which is critically important in the current circumstances.
