Details Revealed on Distribution of 47.5 Billion Hryvnias from the Reserve Fund

The Ministry of Finance of Ukraine has disclosed crucial information regarding the allocation of 47.5 billion hryvnias from the state budget's reserve fund, marking a significant step in financing critical and urgent expenditures.

The Ministry of Finance of Ukraine has made public important details concerning the distribution of 47.5 billion hryvnias from the reserve fund of the state budget. This allocation is a vital move aimed at financing essential and urgent expenditures. According to a report relayed by Ukrinform, these funds are directed towards ensuring security, restoring infrastructure, and supporting the country's functioning amid military risks.

As of March 30, 2026, cash expenditures from the reserve fund have reached 10.291 billion hryvnias. The Ministry emphasized that these funds are being utilized to finance key areas aimed at protecting critical infrastructure, ensuring the stability of the transportation system, and facilitating the prompt restoration of roads.

One of the largest areas of funding is the protection of critical infrastructure, which has been allocated 22 billion hryvnias. These funds are designated for systematic prevention of man-made emergencies, as well as for strengthening the protection of energy, transport, and communal infrastructure. This initiative is a crucial step towards ensuring national security and the resilience of the state in the face of threats.

Another significant area of focus is the stable operation of railway transport, which is allocated 16 billion hryvnias. These funds are intended to be used by the end of 2026 to ensure the stable functioning of railway transport, which plays a critical social and logistical role during wartime.

Funding for emergency road restoration has received 3 billion hryvnias, aimed at supporting key transport arteries that are essential for both defense capabilities and the functioning of the country’s economy. This highlights the importance of infrastructure in maintaining stability amid military actions.

Additionally, 2.56 billion hryvnias have been allocated to enhance energy resilience. These funds will be utilized to increase the energy resilience of communities, particularly in light of risks associated with damage to centralized energy infrastructure. The procurement of mobile generation units will enable rapid provision of heat and electricity to the population in case of emergencies or attacks.

For the restoration of transport connections in southern Ukraine, 718.8 million hryvnias have been allocated. These funds are directed towards ensuring stable transportation links in the Odesa region, which were temporarily halted due to attacks on critical facilities. Financing is also earmarked for the construction of a temporary bridge in the area of the Yampil-Koseuts crossing point and the restoration of damaged bridges.

Furthermore, 246.4 million hryvnias have been allocated to support workers in critical infrastructure. This assistance is provided to energy workers, communal services employees, and railway workers who are engaged in mitigating the consequences of attacks, thereby facilitating the rapid restoration of infrastructure and the stability of key sectors.

Strengthening defense capabilities has also become an important aspect of funding, with 5.9 million hryvnias allocated for this purpose. These funds are aimed at bolstering defenses in border regions, which is critically important given the increasing threats from aggressors.

It is worth noting that the Cabinet of Ministers of Ukraine has additionally allocated 3 billion hryvnias from the reserve fund of the state budget for urgent current repairs of state highways with high traffic intensity. This decision underscores the importance of supporting the transportation infrastructure within the country.
