In a sign of optimism that the agreement can be finalized, the Cypriot presidency of the Council of the EU placed the Ukraine loan on the agenda for a meeting of the EU’s 27 ambassadors on Wednesday. Hungary’s outgoing Prime Minister Viktor Orbán said on Sunday that he would lift his veto once oil transit through the Druzhba pipeline — damaged in a Russian strike in January — is restored. Ukrainian President Volodymyr Zelenskyy said last week that the pipeline would be operational by the end of the month, though diplomats told POLITICO there is a strong possibility flows could resume before Wednesday’s meeting.
