He highlighted that any strikes on civilian infrastructure, particularly energy facilities, are illegal and unacceptable. These remarks pertain not only to the situation in Iran but also to Russia's war in Ukraine and other regions.

Furthermore, Costa pointed out that the civilian population of Iran is the primary victim of the actions taken by the Iranian regime. He believes that this population will also become the main casualty if the military campaign is expanded. This comment reflects the European Council President's deep concern regarding the consequences of the conflict for innocent civilians.
