Drone Attack Targets Minfert Plant in Voronezh Region — Governor Confirms

On the evening of April 6, 2023, a drone attack occurred at the Minfert plant in Rossosh, Voronezh region, which is recognized as one of the largest chemical manufacturing facilities in the region. According to analysts referencing eyewitness videos, the attack resulted in a fire on the roof of the finished goods warehouse. This has sparked alarm among local residents and government officials, as the Minfert plant plays a crucial role in the regional economy.

The Minfert plant is a key producer of chemical products in the Voronezh region. It is managed by the structure of JSC Roskhim, which has previously been linked to businessman Arkady Rotenberg, who is under international sanctions. The plant's facilities allow for the production of over 550,000 tons of ammonium nitrate and up to 1.2 million tons of nitroammophos per year. Ammonium nitrate can be used in the production of explosives, increasing the risks associated with attacks on the facility.

This attack is not the first for the Minfert plant. Ukrainian drones had previously targeted the same facility on the night of December 13, 2022, indicating the ongoing conflict between Ukraine and Russia, as well as the rising risks for strategic sites located within Russian territory.

The governor of the Voronezh region confirmed the attack on April 6. He noted that as a result of the downed drone and the subsequent fire on the warehouse roof, one man was injured.
