Dnipropetrovsk and Lviv Regions Lead in Digital Service Penetration

According to recent data released by the Ministry of Digital Transformation of Ukraine, the Dnipropetrovsk and Lviv regions have emerged as leaders in the penetration of government digital services. This information was shared during the annual measurement aimed at assessing the effectiveness of digitalization across various regions of the country.

According to recent data published by the Ministry of Digital Transformation of Ukraine, the Dnipropetrovsk and Lviv regions have become leaders in the penetration of government digital services. These results were presented as part of the annual measurement that allows for the evaluation of digitalization effectiveness in different regions of the country. As noted by Deputy Minister Zoryana Stetsyuk, the analysis of the 2025 results will help identify where team strengthening is necessary and where the launch of new services should be accelerated. 'This is a roadmap that helps regions become more convenient for people,' she emphasized.

The Ministry reported that the overall level of digital comfort in Ukrainian communities increased by nearly one and a half times last year, rising from 30 to 44.9 points. This index is based on 126 indicators that cover various aspects, from teacher training to business digitalization. Such growth indicates the active efforts of regions in implementing new technologies and services for the population.

Among the frontline regions, electronic services and applications are being implemented most rapidly in Dnipropetrovsk (57 points), Kharkiv (49 points), and Chernihiv (47 points) regions. In the rear regions, Lviv region leads with 57 points, followed by Ternopil (55 points) and Rivne (52 points) regions. These figures demonstrate that even under the challenging conditions of war, regions are actively working to improve digital services for their residents.

Moreover, access to 4G networks is available in over 22,700 cities and towns, while 17,400 populated areas are already connected to fiber-optic networks. This significantly enhances opportunities for business development and ensures quality access to information technologies for the population.

Industrial parks are also actively functioning in Ukraine, creating new jobs right next to homes. Currently, such parks operate in 93 communities, which is an important element for the development of the local economy and reducing unemployment.

It is worth noting that in 2024, the average score of the Regional Digital Transformation Index was 0.497 points out of a possible 1. This indicates that there are still many opportunities for improving digitalization and implementing new technologies in various areas of life in Ukraine.

Additionally, it is important to highlight that the Verkhovna Rada recently adopted a Eurointegration law that facilitates the simplification of executive proceedings through digitalization. This is another step towards improving the conditions for doing business and enhancing the efficiency of government services.
