David Petraeus: The U.S. Must Learn a New Concept of Warfare as Demonstrated by Ukraine

Former CIA Director David Petraeus has stated that the United States needs to adopt a new concept of warfare demonstrated by Ukraine, highlighting the country's recent successes against Russian forces during his visit to Kyiv.

During a recent visit to Kyiv, former Director of the Central Intelligence Agency (CIA) David Petraeus expressed the view that the United States must learn a new concept of warfare as demonstrated by Ukraine. This statement was reported by CBS News on Tuesday, April 7.

Petraeus noted that over the past two months, Ukrainian forces have made greater incremental gains in the war than their Russian counterparts. "In the last two months, the Ukrainians have actually achieved greater incremental successes than the Russians," the former CIA director was quoted by the news channel.

He emphasized that such an assessment might seem unlikely given Russia's significant advantages in manpower, firepower, and economic scale. However, according to Petraeus, Ukraine has compensated for these shortcomings through innovations in its drone systems. "The real genius lies in how they [the Ukrainians] combine all of this," he remarked.

David Petraeus highlighted the importance of a "comprehensive command and control ecosystem" that integrates surveillance, targeting, and strike capabilities. This integration allows Ukrainian forces to have nearly absolute surveillance and striking capabilities at a distance of approximately 20 miles (about 32 kilometers) from the front lines.

The general also pointed out the critical role of artificial intelligence in driving innovation. He mentioned the use of algorithms to control drones instead of traditional GPS connections and speculated that algorithmically controlled drones that are difficult to jam may emerge in the future. Petraeus also noted that fully autonomous systems may soon appear, where humans define missions and machines execute them.

In Petraeus's view, the lessons that the United States can draw from the Ukrainian experience extend beyond simply procuring more drones or better integrating them into military structures. "In some Western countries, there is currently a belief that innovation consists of providing 50 drones to an armored battalion. No. We should abolish armored battalions and replace them with a drone battalion," he emphasized.

Previously, David Petraeus had also acknowledged the achievements of Ukrainian drones and shared insights from his visit to one of the largest drone manufacturers in Ukraine. During a discussion titled "The Generation of the Unbreakable: Reflections of General Petraeus – A View from Washington," he reported that the factory he visited produced three million drones this year. "That's more than anywhere else in the world. For the U.S., producing four hundred thousand drones is a challenge," noted the former CIA director.
