State Ensures Protection of Interests in Case of DPZKU's Grain Export Losses – Ministry of Economy
The Ministry of Economy, Environment, and Agriculture of Ukraine is taking a series of measures to protect state interests and recover damages related to violations in the execution of foreign economic contracts by the State Food and Grain Corporation of Ukraine (DPZKU).
The Ministry of Economy, Environment, and Agriculture of Ukraine is actively engaged in protecting the state's interests and recovering damages in a case involving violations during the execution of foreign economic contracts signed by the State Food and Grain Corporation of Ukraine (DPZKU). This was reported by the ministry's press service, emphasizing the significance of this case for ensuring the financial stability and welfare of the state.
According to the statement released, the case concerns contracts for the supply of corn that were signed in 2021. It is known that the buyer ceased to fulfill its obligations after receiving part of the product, which dealt a serious blow to DPZKU. The management of the corporation, appointed in August 2021 following the dismissal of the previous head by court order, discovered that the unloading of grain was taking place outside Ukraine using forged documents, raising additional questions regarding the legality of these operations.
The Ministry of Economy noted that DPZKU declared its counterparty in default and turned to international arbitration to resolve the situation. Throughout 2023-2024, arbitration and appellate courts upheld the corporation's claims, indicating the legality of DPZKU's actions. However, in 2025, the High Court of England and Wales partially upheld the debtor's complaint regarding the value of part of the goods, while maintaining the demands regarding penalties and compensations, which highlights the complexity of the situation.
As of today, DPZKU has filed a civil lawsuit within the framework of a criminal proceeding, and the National Anti-Corruption Bureau of Ukraine (NABU) has recognized the corporation as a civil plaintiff. The company is actively working on enforcing the decisions of international courts in the debtor's country of registration in order to recover funds, which is undoubtedly an important step towards restoring financial losses.
The ministry assured, "The Ministry of Economy, Environment, and Agriculture of Ukraine maintains close cooperation with law enforcement agencies and is ready to provide all necessary materials to establish the circumstances of the case and protect the interests of the state," emphasizing its readiness for active actions in this matter.
It is worth recalling that on April 2, 2026, NABU and the Specialized Anti-Corruption Prosecutor's Office (SAP) announced the exposure of a scheme involving the misappropriation of grain from DPZKU amounting to a total of 776 million UAH. According to the investigation, in 2021, former officials of the corporation and representatives of a foreign company organized the unloading of 106,000 tons of corn without proper payment for the goods, using forged documents to conceal the loss of grain, which constituted a serious crime against the economy of Ukraine.
