Clear Terms of Service Cannot Be Established Without Fair Mobilization - Military Ombudsman

In a recent interview with RBK-Ukraine, Ukraine's Military Ombudsman Halyna Kobylinska (Reshetylova) emphasized the critical importance of establishing clear service terms for military personnel, highlighting the psychological issues arising from uncertainty.

She pointed out that a lack of certainty can lead to serious psychological problems, such as burnout, demoralization, and even depression. This issue requires urgent resolution, as military personnel have the right to know the duration of their responsibilities.

A working group has been established within the Office of the Military Ombudsman to explore the possibility of setting service terms. Kobylinska noted that the formula for this issue is significantly more complex than it may seem at first glance. She emphasized that this formula must take into account the issue of fair mobilization, which is, in turn, linked to other important aspects, such as equitable reserving and the presence of corruption schemes that may hinder this process. "This needs to be addressed," she stressed.

Kobylinska also expressed the opinion that it is necessary to first strengthen accountability for those who evade service, and only then move on to enhancing accountability for serving by conscription. She believes this is an important step, as currently, all restrictions fall on those who are already serving, while a significant portion of society feels no responsibility for their role in the country's military efforts.

“Many conscripts evade service because they fear uncertainty. If they are informed that they must serve for two or three years, it will allow them to plan their lives,” emphasized the Military Ombudsman. She believes that clear service terms could significantly reduce the number of evaders.

Kobylinska also informed that the working group is trying to find a formula that will allow the realization of the right to certainty for military personnel. However, she noted that there are no simple solutions that would satisfy everyone. “Those who have been fleeing service for years will not like it. But this is necessary. We cannot endlessly parasitize on the same people; their resources are also running out,” she stated.

It is worth recalling that earlier, the Commander of the Ground Forces of the Armed Forces of Ukraine, Hennadiy Shapovalov, reported that the demobilization mechanism in the army is currently being developed. He assured that demobilization would occur as fairly as possible, taking various factors into account. This indicates that the military command is aware of the importance of a fair approach to military service and is ready to work on improving conditions for military personnel.
