President Volodymyr Zelensky said Ukraine and its partners are moving forward with plans to create an “anti-ballistic coalition.”
In his evening address on Tuesday, Zelensky said a meeting had been held at the level of national security advisers, with representatives of 13 countries and the office of the NATO secretary general taking part.

“We are steadily advancing the issue of anti-ballistic capabilities production in Europe – we are forming an anti-ballistic coalition,” Zelensky said. “Right now, we are closer to a result than ever before.”
According to Zelensky, the initiative is focused on producing anti-ballistic capabilities in Europe, as Ukraine continues to face Russian missile and drone attacks. He added that Ukraine is also coordinating with the US on air defense.
On Monday, Zelensky said Kyiv was working “on the American track and in Europe” to secure additional missiles for air defense, adding that the best option would be to produce them domestically or together with partners able to quickly increase output.
“Additional missiles for air defense” remain a constant task, Zelensky said, warning that Russia has no intention of ending the war and that Ukraine is preparing for new attacks.
Zelensky has said Ukraine’s air defense remains highly effective against drones, intercepting more than 90% of Russian attack drones, but protection against ballistic threats remains a critical gap.
In April, Zelensky warned that the war in the Middle East could put Ukraine’s access to anti-ballistic missile supplies at greater risk, even though US weapons and intelligence sharing had continued.
