In a Telegram post accompanied by video footage, Zelensky said the missiles were launched as part of a “Deep Strike” operation by Ukraine’s Armed Forces. According to him, the missiles traveled more than 1,500 kilometers (about 930 miles) to hit multiple targets, including facilities linked to Russia’s defense industry. Zelensky said the targeted plant in Cheboksary, the capital of Russia’s Chuvash Republic, produced relay protection systems, automation equipment, and navigation components used by the Russian navy, aviation, missile industry, and armored vehicles. “These are the systems Russia uses in its war against Ukraine,” he said, describing the strikes as a response to ongoing Russian attacks. Zelensky added that Ukraine’s long-range capabilities would continue to be used against military targets, while calling on Russia to end the war and engage in “real diplomacy.” The Cheboksary military-industrial plant, officially known as JSC VNIIR-Progress,  was struck overnight on Monday-Tuesday , despite being reinforced with anti-drone defenses. According to Defense Express, the facility, operated by VNIIR-Progress, had installed metal protective structures designed to mitigate drone strikes , but these measures did not prevent the latest attack. The plant produces electronic components used in Russian weapons systems, including satellite navigation equipment, making it a high-value military target. The strike, carried out more than 900 kilometers (560 miles) from Ukraine’s border, highlighted Kyiv’s growing capability to hit targets deep inside Russian territory. The extent of the damage has not been independently verified. Before Zelensky’s confirmation, the FP-5 Flaming’s involvement had been suspected by observers. The Flamingo, first publicly revealed in 2025 and developed by Fire Point, has a reported range of up to 3,000 kilometers (about 1,860 miles) and carries a warhead of around 1,100–1,150 kilograms (about 2,400–2,530 pounds). It is designed to strike high-value targets such as military-industrial facilities and energy infrastructure at speeds of up to 900 km/h (about 560 mph). Prior to the latest strike, one of the most recent known uses of the Flamingo missile was reported on March 28, when it targeted a Russian explosives plant in the Samara region.
