According to sources familiar with the matter , the draft was prepared by the US State Department together with Ukraine’s Ambassador to Washington Olha Stefanishyna. The proposed agreement would allow Ukraine to export military technologies to the US and establish joint drone manufacturing ventures with US firms. The discussions gained momentum after Ukraine assisted US allies in the Middle East during the recent Iran conflict by providing drone interceptors and trained operators to counter Iranian-designed Shahed drones. Ukraine has increasingly leveraged drone technologies developed during more than four years of war with Russia, signing multiple defense agreements – dubbed “Drone Deals” – with Gulf states. Volodymyr Zelensky recently said nearly 20 countries are participating in the initiative, with four agreements already signed. According to Ukrainian officials cited in the report, cooperation with Washington would help expand defense production capacity through US financing. Ukraine’s National Security Council estimates the country could produce up to $55 billion worth of defense equipment in 2026, but currently has funding for only around $15 billion in weapons purchases this year. Zelensky has previously floated a “ drone mega deal ” with Washington in late 2025, months before the Iran war started, but the proposal had failed to gain momentum; the US also brushed off Kyiv’s drone expertise in the initial days of the Iran war, with US President Donald Trump boasting that “we know more about drones than anyone else.” However, the newly drafted memorandum suggests those obstacles may now be easing as Washington increasingly recognizes the value of Ukrainian drone technologies and battlefield experience. On April 22, Reuters reported that the US military began using Ukrainian-developed anti-drone technology at a key US air base in Saudi Arabia. The Sky Map technology platform has been deployed at Prince Sultan Air Base, information that had not previously been publicly disclosed. Ukrainian military personnel traveled to the base in recent weeks to train US forces in operating the system, which integrates data from radars and sensors into a single dashboard displaying maps and live video feeds to identify incoming threats. The system was developed and refined during Russia’s war against Ukraine and is widely used by Ukrainian forces to detect and counter drone threats, including Iran-designed Shahed drones.
