On Wednesday, in a joint statement issued by the European Council, the leaders welcomed the formal approval of the Ukraine Support Loan , which will cover Ukraine’s budgetary and defense needs for 2026 and 2027. They stressed the importance of swift implementation and said they expect the first disbursement in the second quarter, while calling on third countries to help bridge remaining financing gaps. The leaders also welcomed the adoption of the 20th EU sanctions package , saying the measures aim to reduce Russia’s energy revenues, constrain its banking system, and curb shadow‑fleet operations. Zelensky said the support package and the new sanctions were “a great signal,” adding that the funds would strengthen Ukraine’s forces , boost air‑defense production, and help protect the country’s energy system ahead of winter.
